Earlier today, the California Highway Patrol (Contra Costa area) tweeted a photo that has everyone talking. It’s an incredibly adorable act of kindness, but it also poses the question – what monster did this to that poor little pup? And how did it get up there? Check it out.
As infuriating as it is that someone likely do this to the puppy, I’m just glad the officer found him and brought him to a safe place. Hopefully someone adopts the pooch and keeps him far away from highways.
